Because of the virtual monopoly of the mobilehome parks in unincorporated LA County, we advocate for the following points in the future mobilehome ordinance:
v The Manufactured-Home Regulation Commission (MRC), consisting of 5 selected officials and 2 residents for a total of 7 people, under the direction of the Board of Supervisors, be the enforcing agency of the future ordinance and have the right to propose amendments to the ordinance as necessary.
v Give power for the MRC to supervise, inspect, audit, and be aware of the situation of each mobilehome park in the unincorporated areas.
v Because of the monopolistic nature of the rental agreements, to abolish such agreements or create a way for residents under long term leases to receive the rent protection of the future ordinance.
v Lower the base rent to $650 including fees in LA. Any changes to the rents must be determined and approved by a hearing in front of the MRC before it can be applied.
v Reduce the rent for seniors 55 years or older or qualify them for government subsidizes. To especially protect the elderly living on fixed incomes, having the rent to be no more than ⅓ of their income.
v Enforce a vacancy control rate of 0%, which means that space rent cannot go up upon the sale of a home.
v Investigate the restricted use of park facilities and utilities including but not limited to the clubhouse, internet, mailing tubes etc. upon complaint.
v Examine or require safety and utility equipment upon receiving residents’ complaints.
v Create a way to prohibit and investigate retaliation, intimidation, harassment, extortion, and/or oppression.
v Enforce the future ordinance by levying fines, sanctions, lowering rents, or other penalties and working with the District Attorney or code enforcement to do so.
Additional Points from the discussions:
v Enable the MRC to regulate every change of use or ownership of mobilehome parks or proposed closure of them and give residents the right of first refusal. To create special mobilehome zoning to ensure that these protections are there.
